Treaty status

The 2008 Convention on Cluster Munitions provides the only international framework for eradicating these weapons.
The 1997 Mine Ban Treaty is a legally binding international agreement that bans the use, production, stockpiling and transfer of antipersonnel mines and places obligations on countries to clear affected areas, assist victims and destroy stockpiles.

Ukraine: Widespread Use of Cluster Munitions

The use of cluster munitions in populated areas violates the laws of war due to the indiscriminate nature of the weapon and may amount to war crimes. During a week-long investigation in eastern Ukraine, Human Rights Watch documented widespread use of cluster munitions in fighting between government forces and pro-Russian rebels in more than a dozen urban and rural locations.
